First giving a name and badge number, he said on Twitter that an officer "arrested me and handcuffed me for going the wrong way on Fifth Ave." "New York City is a mismanaged carnival of stupidity that is desperate for revenue and anxious to criminalize behavior once thought benign," he added. The former "30 Rock" star was stopped by cops Tuesday morning while riding his bicycle the wrong way down Fifth Avenue at 16th Street, according to the Associated Press. He didn't produce ID when it was requested, police said, and then began acting belligerently. That got him a disorderly conduct summons on top of the wrong-way summons. It also earned him a trip to the precinct house to be properly identified. “How old are these officers,” Baldwin allegedly said during the process, according to the New York Daily News. "They don’t even know who I am." However, the station's commanding officer knew the actor from "previous run-ins with the law," an NYPD spokesman told the paper. While Baldwin was definitely handcuffed and brought into Manhattan's 13th Precinct, police told ABC News that he hadn't actually been arrested. "They confiscated the bike from him," a witness told the Daily News. “He got loud." Baldwin had been biking alone for exercise, a source told TMZ. On Twitter, Baldwin further criticized the police. "Meanwhile, photographers outside my home ONCE AGAIN terrified my daughter and nearly hit her with a camera," he wrote. "The police did nothing."



Baldwin and his wife, Hilaria, welcomed daughter Carmen last August. In February, he announced via New Yorker magazine that he was removing himself from public life. He has, however, continued to speak out on Twitter, where for Mother's Day he retweeted a sweet photo posted by his wife, showing the new mother and dad with their infant in the hospital. Baldwin is due in court July 24 to answer the summonses.

As he discovered on Tuesday, for instance, some police officers no longer recognize him. Or if the two young officers did, it did not deter them from writing him up for riding his bicycle the wrong way on Fifth Avenue near 16th Street, or from taking him to the precinct station house when he could not provide identification. The police said Mr. Baldwin became belligerent with the officers, who soon placed him in handcuffs and charged him with disorderly conduct. At the 13th Precinct station house, the commander confirmed his identity, the police said, based on Mr. Baldwin’s “prior police contacts.” Indeed, the entire episode played into the melodrama that periodically swirls around the actor when he steps outside, from altercations with paparazzi to being kicked off an airplane for refusing to shut off his smartphone. He was released before noon, with two Criminal Court summonses, whereupon he took to Twitter to denounce the city as “a mismanaged carnival of stupidity that is desperate for revenue and anxious to criminalize behavior once thought benign.” Countless bicyclists ride the wrong way every day in New York; few end up in handcuffs for it. Joe Rizzo, a doorman near the scene of the arrest, said such behavior on that traffic-clogged stretch was common. “If they had an undercover officer to write tickets for bicyclists going the wrong way or on the sidewalk, they’d write 50 to 60 tickets in an eight-hour shift,” he said. What elevated a simple traffic summons to handcuffs was Mr. Baldwin’s lack of identification and his reaction, which the police termed disorderly. Though New Yorkers are not required to carry identification, a police officer can demand it when writing a summons. If none is provided, the person receiving the summons can be taken to the station house until his identity is established. Arguing with the police, they said, does not help. On Twitter later, Mr. Baldwin posted a message with the name and badge number of one of the officers who “arrested me and handcuffed me for going the wrong way on Fifth Ave.” The disregard for traffic rules and wiseguy attitude, as described by the police, suggested the worst stereotypes of city bicyclists. But for most people who were interviewed, it was about Mr. Baldwin. “I think that the whole thing is more a reflection on him than on biking and the state of biking,” said Caroline Samponaro, director of bicycle advocacy at Transportation Alternatives. “He’s in the headlines a lot, and it’s usually something unpleasant.” Or, as he wrote in New York magazine in February: “I just can’t live in New York anymore.”

The commotion, which began about 10:15 a.m., drew some notice, with photographs on InTouch magazine’s website roughly an hour later. “I just thought it was an old senior citizen,” said Eddie Cacho, a stylist at Dramatics NYC, a hair salon on Fifth Avenue. “If I’d known it was him, I would have taken a picture.”

An eyewitness tells the mag the 56-year-old was “calm and quiet” while he was cuffed and put in the back of the police car, though another onlooker said he “went ballistic on the cops, screaming at them” earlier during the altercation. “The incident just happened, we are waiting for details at this time,” a source with the NYPD tells In Touch. This story is still developing.

UPDATE: New details have emerged from a source in the NYPD, who confirms to In Touch that Alec Baldwin was given two summonses after he was caught riding his bicycle in the wrong direction. “He was stopped by officers for riding the wrong way on a street. When the officers asked for ID, he got belligerent because he had none on him,” the source explains. “The officers placed him under arrest for disorderly conduct.” The source adds he was given one summons for riding the wrong way and another for disorderly conduct. He has since been released. However, a source close to Alec has denied any alleged charges. “He was not arrested or charged with a crime. He has been released.”
